It may be an option in the bios for using PC in "server" mode if you do not see an option for no keyboard (I have never heard of a lack of a mouse being a problem). Some bios code will also timeout and eventually continue with a boot even after complaining (happend to me yesterday ..co-incidentally). Or as stated below, your bios may not support any of this.
