DCL wes.  It was the DCL startup scripts that setup the logical
variables.  But they almost always contained paths to files, and
rarely did they contain configuration information.  These were usually
codified in config files rather than in logical names (although there
were some exceptions).  The main reason for this was speed.  It was
faster to read RMS databases than to parse a bunch of logicals.
