This has also been filed as a PR:

conf/620      Default /etc/hosts.equiv causes rsh/rlogin hangups

The hack to make ruserok() accept comments starting at column 1 in
hosts.equiv and ~/.rhosts is a two-liner; i'm going to commit it.
