This change breaks non-building of dependencies in the usual case. Spelling `depend' as `depend' instead of ${_DEPEND} is usually an error. Building of dependencies seems to have been slightly broken. There may have been stale dependencies in the NOCLEAN case. However, building bootstrap-libraries may have fixed the problem for the libraries in bootstrap-libraries. This change has a stray trailing semicolon, and possibly other style bugs :-).
