It appears doc/de_DE.ISO_8859-1/books/Makefile.inc is
missing.  doc/en_EN.ISO_8859-1/books/Makefile.inc contains:

DESTDIR?=       ${DOCDIR}/en_US.ISO_8859-1/books/${.CURDIR:T}

which should be necessary under de_DE.mumble/books also.
