Webmin comes with a module for administering the wuftpd and there are
probably third-party modules for other daemons, too (one that I know
of is a module for the OpenBSD-ftpd).

There is a pam-module that does NT domain auth called pam_smb, but
unfortunately it's not been ported to FreeBSD yet
(http://pamsmb.sourceforge.net says that the current version available
from CVS works on FreeBSD 3.1, so there is a chance of getting this to
work, although that might turn out to be more dirty than quick).

pam_smb was developed and runs very reliably on Linux, so you might
want to consider setting up your ftp-server on a linux-box, if NT
domain authentification is critical.
