I'm assuming you have some kind of router or bridge connecting the outside ethernet to the 1Mbps line. You should probably rate shape your outbound bandwidth to 1Mbps, to allow your priorities to be effective. Otherwise most of the queuing will occur on the router/bridge, or in the WAN network itself.
