Kazu,

your proposition sounds very resonable -

 I like the idea of a bitmap in machdep.disable_harmful_keys
 for the various harmful keys.

 SC_DISABLE_HARMFUL_KEYS : should probably just set the default
 for machdep.disable_harmful_keys to 0xff instead of actually disabling
 code.
