There's no .tcshrc file, but if you read the manual for csh you'll see that there are semantics for processing both files, and that they are not equivalent. Users who have used Net|OpenBSD will know that having separate files is useful, because those systems ship with 4.4BSD csh and have TENEX csh (the one that's in FreeBSD) in the ports tree. 4.4BSD csh doesn't read the .tcshrc file, which is good if you want to put TENEX csh commands in a file without either using ugly if() statements or breaking csh.
