>Description:
rc.* uses kenv; and kenv is on /usr/* - thus forcing you to mount /usr very early in the process. Which is a shame - as virtually all early dependenices are in /sbin and /bin making things like diskless boot and picobsd/stripped bsd easy.
>How-To-Repeat:
boot diskless with late /usr mount
>Fix:
move kenv to /sbin or /bin
