Is there a need to add a new user? or just use root?

I notice that there is neither an /etc/passwd file,
nor a vipw command to edit the file.

I tried adding myself (roger) as a user by editing
master.passwd, then created a directory,
but when I tried to chown the directory to roger,
I got an error that said "no such user".

I also noticed that there was no "passwd" command.
can a password be changed?
