Because it is useful.  And all the other alternative suck too bad to
even try at this time.  Bitkeeper enforces the linux devleopment model
to a large extent, subversion and arch look promsing, but have growing
pains and second system syndrome to battle.  Perforce is available
today for free for free software development.  You can't get source,
but it doesn't cost anything for the use to which we're putting it.
