Now Host-PCI bridges won't be probed twice when using ACPI.  Also,
as a result of the apm change, apm(4) is no longer even probed when
ACPI is present and in use, so we can probably axe a lot of the hacks
to have apm and acpi refuse to probe if the other was present.
