Ok this was the answer I needed, I went in and added
acs acf to the mine.types file and restarted the server, bingo
that fixed it, now it appears as the file is being downloaded
to the correct directory for the Active X file
Thanks to all, this was hard to trace as I was not sure where to start
and have been
working on it for a few days, not thinking about how the server would
deliver the file.
