That only counts for people that are normally resident in the EU, and 
"removed" links will not show up on searches made on CCTLD's for Google 
within the EU, but it will show up on Google.com inside the EU, and on 
EU CCTLD's outside the EU. It will also show something at the bottom of 
the page saying that links have been removed, much like removals made 
under the DMCA have. Along with that, it is up to Google if you can be 
forgotten.
