There are also many good uses for a custom init-like program for embedded systems. Not all the world is multi-user, and flexibility is very important. If you want to declare a new requirement that all init-like programs are now responsible for managing the reboot(2) call themselves, that's fine, but it'll need more documentation and effort than just a passing commit to src/sbin/init.
