Hi folks;
ls -la /usr/libexec/mail.local    gives me:

-r-sr-xr-s 1 root wheel 15040 ....  /usr/libexec/mail.local

as root  I did:

chmod 0 /usr/libexec/mail.local

and I get the error:

chmod: /usr/libexec/mail.local: Operation not permited

how do i chmod this file?
