I perhaps did not provide enough information in my original question. 
I use a script called ppp-up and it calls pppd like so:

#!/bin/sh
exec /usr/sbin/pppd connect '/usr/bin/chat -v -f /etc/ppp/chatscript'

Does this shed  new light on the situation?
