I have a new patch here:

It creates a new categroy `rubygem` and the following ports:

databases/rubygem-activerecord
mail/rubygem-actionmailer
devel/rubygem-rake
devel/rubygem-activesupport
www/rubygem-actionpack
www/rubygem-rails
www/rubygem-actionwebservice
www/rubygem-redcloth
www/typo

And adds a Makefile.common to devel/ruby-gems.
