My poor syslog is being pummeled with messages like:

Sep  3 01:56:39 tw2 /kernel: arp: 216.13.207.2 moved from 00:06:29:d5:04:c7
to 00:10:b5:4f:d1:1a on rl0
Sep  3 01:56:39 tw2 /kernel: arp: 216.13.207.2 moved from 00:10:b5:4f:d1:1a
to 00:06:29:d5:04:c7 on rl0

And I can't seem to be able to do a damn thing about it.  I've tried
disabling arp on rl0 in rc.conf as follows:
ifconfig_rl0="inet 216.13.207.127  netmask 255.255.255.0 -arp"

And an ifconfig shows noarp:
rl0: flags=88c3<UP,BROADCAST,RUNNING,NOARP,SIMPLEX,MULTICAST> mtu 1500
        inet 216.13.207.127 netmask 0xffffff00 broadcast 216.13.207.255
        ether 00:4f:4e:04:9f:1d
        media: autoselect (none) status: active
        supported media: autoselect 100baseTX <full-duplex> 100baseTX
10baseT/UTP <full-duplex> 10

But they still keep coming...
