The instructions at
http://www.freebsd.org/handbook/install-guide.html

show E:\> tools\fdimage floppies\kern.flp a:

That really means that if you are in the same directory with all three
files, that you need to do "fdimage kern.flp a:" and so on for the
mfsroot.flp. It should work this time :).
