I have a laptop I'm using as a time server.  I use the Motorola Oncore
M12 GPS receiver as a local clock.  This receiver only functions 
properly with more recent versions of ntp 4.0.99 -- j or k.  The
version that comes with FreeBSD is 4.0.99b, and the version in ports
is 4.0.99i.
>How-To-Repeat:
Install 4.2-STABLE via cvsup, and build and install the world.  The
version of /usr/sbin/ntpd will be 4.0.99b.

Use 4.0.99k -- available from 
http://www.eecis.udel.edu/~ntp/ntp_spool/ntp4/ntp-4.0.99k.tar.gz
or ftp://ftp.udel.edu/pub/ntp/ntp4/ntp-4.0.99k.tar.gz
