bash is GNU software. And it is not possible to include it into base
system.
And bash sucks :-)

#!/bin/sh <---  This line tells kernel which shell use for script
so there is REAL Bourne shell in base system. 

And "csh" is NATURAL part of any BSD system. If you don't like it then
just don't use it.
