This means your NT is alive, and your telecom switch is ready.
Call Control keep the Connection with the switch established,
after the TEI has been assigned.

If i4b don't answer the request in a certain time,
your TEI will become invalid.

You see more of it if you have more than one device attached:

-- TE->NT - unit:0 - frame:000090 - time:31.10 12:10:25.19 - length:4 -
Dump:000  02 dd 01 0d                                           ....
Q921: SAP=0 (Call Control), R, TEI=110, S-Frame: RR N(R) 6 PF 1 

-- NT->TE - unit:0 - frame:000091 - time:31.10 12:10:32.19 - length:4 -
Dump:000  02 d5 01 b5                                           ....
Q921: SAP=0 (Call Control), C, TEI=106, S-Frame: RR N(R) 90 PF 1 

It is perfectly normal ...
