Hmmm.  I tried turning on justification for some test RELNOTESng builds 
and got some strange results:

1.  PDF output causes both acroread and gv to abort processing with 
errors, when it gets to a filename or a URL.  gv handles PS output just 
fine, however, and both gv and acroread will process the output of 
ps2pdf.

2.  Filenames get rendered in a bright purple.  I guess that's OK!

3.  Lines containing URLs or filenames are sometimes justified 
strangely (like text going "a little bit" into the right margin).

If you like I can put an output file somewhere for your perusal or send 
it to you directly (a little long to post to the -doc list).
