You are right.  Peter and Bruce have worked out a plan for dealing
with this issue.  In the mean time, since I couldn't easily split this
code into sio_pccard.c where it belongs, I made the commit.  Peter is
going to merge his minor changes to dev/sio/sio.c back into isa/sio.c
and the former will go away.  If you want to work on splittig things
out, I'd coordinate with Peter and Bruce.
