If developers perceive that the "easiest" way is just to develop for Linux and let FreeBSD users run the software under emulation, then (a) results in the software NOT being ported. And because there is one less version to support, the vendor doesn't have to worry about (b). So, once emulation in place, the business case for focusing on Linux becomes compelling for many vendors.
