Yes, it could.  There's a bizarre combination of reasons why I didn't
write it that way originally, but they're not applicable now.  Feel free
to make these substitutions, or I can do it on my next round of editing.

Also, please note that the document isn't done yet.  I should have
mentioned that in my commit mail.  The text that is there probably will
not change much, but I intend to add some new material.  I put it in the
tree because we wanted to have at least some form of this document in
DP2.
