Check, if your configuration for idletime settings is reasonable. Especially check idletime-(outgoing|incoming), earlyhangup and your configured unitlength. If in doubt, read the handbook or the isdnd.rc(5) man-page, all you need to know is described there. In case the kernel part of i4b finds that they are meaningless or nonsense at all (i.e. earlyhangup > unitlength or so) isdnd does what you describe.
