Minor nit.  While SCCS keeps a base and then deltas to it, RCS and
CVS keep the most current version and the changes that created it.

The idea is that the most frequent checkout is for the latest version,
so that should be the easiest to do.  SCCS can take a while to run when
checking out, say, version 1.975.54.
