This was probably more of a misunderstanding on my part since I have no
experience with said theme.  But I fixed that.  I downloaded Fishing the
Sky, and stuck it on my GTK 2.0 machine.  Works like a champ.  Then, I
installed it in the system theme directory on my GNOME 2.1 build
machine.  Since that's at work, I can't fully test it, but I did add:

include "/usr/X11R6/share/themes/fishing the sky/gtk-2.0/gtkrc"

To my ~/.gtkrc-2.0, and after launching a few GNOME 2.1 apps, it looks
like it took.  They all have the same Fishing the Sky look and feel.=20
Here's Galeon2 1.3.1 running on a GNOME 2.1 machine displayed to a GNOME
2.0 machine with the Fishing the Sky theme (in case you don't believe me
;-)).
