No solution for you unfortunately, just a "me too". I have this exact
issue on a (very) small box I bought recently. Details here:

My post didn't yield any responses, and I haven't found a solution.

There is a few acpi reboot related looking sysctls though. They
didn't do anything for me, but maybe they will work for you,
if you haven't already tried them:

# sysctl hw.acpi | grep reboot
hw.acpi.disable_on_reboot: 0
hw.acpi.handle_reboot: 0
