Exactly.  It's not really sysinstall that's so important in this
equation, it's the kernel and, as Joerg says, why generate an extra
floppy if you don't have to?

Mind you, if someone manages to combine kernel and reasonable number
of "fixit utilities" on the same floppy somehow then I certainly
wouldn't kick it out of bed for eating crackers, but Poul's and my
attempts to do that in previous times were fairly unsuccessful
and I'm not holding my breath.
