With all due respect for your work (and thank you for it!), I believe that this might be better done as a PAM module, so it could be used by other login methods not involving login(1) (like SSH with UseLogin set to 'no', as I do on most of my machines). I started work on a pam_mailcheck module a while ago, but Real Life(tm) and Real Work(tm) kind of overtook it..
