Yup it's a combination of that. pkg-check needs a way to just list
missing dependencies so portupgrade can fix it via ports. Portupgrade
also should stop using a redundant pkgdb on top of pkg(8), but that is a
bigger task I have not gotten to yet.

Pretty much yes, just making sure the dependencies are installed should
fix it.
