Hi

bug:
/etc/make.conf has DEFAULT_VERSIONS += python=3.6,
but flavor ignore this setting.

reason:
When ${PYTHON_DEFAULT} == ${PYTHON3_DEFAULT},
skip adding ${PYTHON_DEFAULT} to ${FLAVORS},
so ${PYTHON2_DEFAULT} set to ${FLAVOR}.
