HAS_CONFIGURE don't supply --prefix to configure script which checks X
binary location to determine prefix if not explicitly supplied.
The simplest fix is:

Index: Makefile
===================================================================
RCS file: /home/ncvs/ports/x11/numlockx/Makefile,v
retrieving revision 1.2
diff -u -r1.2 Makefile
--- Makefile	1 Oct 2003 11:01:09 -0000	1.2
+++ Makefile	3 Nov 2003 08:51:36 -0000
