The manual page states it clearly : man uses 'more -cs' unless the
PAGER environment variable is set.  In your system-wide shell
startup files (/etc/profile, /etc/cshrc), set the PAGER variable 
appropriately.  This allows users to override the setting in their 
local configuration files if they don't like your choice.
