Given the extent of Frank's negative experience with the non-changed telnet and positive experiences with the changed one, I think it'd be more than reasonable to add a flag which turns it *off* and uses the settings he suggests as the default. That way you still have your escape hatch in case it causes dysfunction in some corner case yet all those Windows puppies are happy in the OOB configuration. Also, since nobody seems to care *too* much about this or we'd have settled it in less than 2 years time, why not just let Frank commit it and also take any of the potential heat if it doesn't work?
