It's not a requirement.  You can build xorg-server without it, and there 
are other mechanisms available to provide at least some of the same
functionality in FreeBSD.  For example, using devd to detect hot-plugged 
USB devices.  There isn't yet a complete replacement like Linux's udev, 
though.
