No, you should reply to freebsd-gnats-submit.

Yes, GNATS is somewhat lacking in its message creation skills.
No, there are no plans to replace it with something arguably
better in the nearest future, mainly because there is no
overwhelming agreement on exactly which problem tracking system
is overwhelmingly better than all the others :)

I don't know if there are plans to fix GNATS's handling of
Reply-To and such.
