I can't recall if dstumbler is part of airtools but I've had a hack port 
to the new ioctls sitting here for years:

It's certainly bitrot'd.  I gave up trying to get the maintainer's 
attention long ago.

OTOH ifconfig's code is definitely the best reference right now.  
wpa_supplicant also does scanning; check 
usr.sbin/wpa/wpa_supplicant/driver_freebsd.c.
