Obviously moving fdisk and disklabel out of /sbin would be very very bad.

I've never used sysinstall for adding disks or editing partitions or
anything after the initial install... ever. I don't even consider my
knowledge of the slice/partition layout to be exceptional, I just read
the available information (handbook, man pages) and learned how to
do it.
