You need to tell applications that in your locale, there are printable
characters at those code positions.

Try setting LANG=en_US.ISO_8859-1 in your environment. Works for
me. See /usr/share/locale/ for other supported locales. sv_SE.ISO_8859-1
might be of particular interest to you, if you also prefer to have
some programs talk Swedish to you.
