After installing new drives we cannot reboot, Version 2.2.6

 The server is a Pentium Pro with an adaptec 2940
controller.  SCSI drive O is the boot drive and SCSI 1 is a data drive.
SCSI 6 is a RAID device.  The two drives we are installing are Quantum
Viking II.  After setting their SCSI addresses to 2 and 3 and rebooting
the adaptec controller BIOS recognizes the new drives but FreeBSD complains
about the filesystem and refuses to boot up. The Quantum drives are self
terminating.

At boot all we can do is enter the sh shell.  The only file system mounted
is /     The data drive and raid drives do not mount.

After taking the two new drives off the chain all boots normally and the
server is it usual wonderful self.
