That would probably lead to some amount of confusion as well, since the combination of "4.3" and "STABLE" anywhere would seem to indicate a post-4.3-RELEASE state (hence 4.3-STABLE), while we are actually talking about a pre-release state. If it were 4.2-STABLE-RC, that would make sense, but then you don't have the version number bump that is needed to test ports, as was pointed out.
