That is, they only see one workspace, and others cannot be added. The problem appears to only occur when GNOME is installed from the 8.1 package set, and when GDM is used to login to GNOME. The metacity package appears to be bad. Metacity does not exit properly when GDM switches users from itself to the logged in user. Therefore, the metacity running is still owned by gdm. The workaround is to run "metacity --replace &" from a terminal just after logging in. This will immediately restore the workspace switcher.
