You might look at our Host ATM Research Platform (HARP) software at
http://www.msci.magic.net/harp.  This software is running in
production in a number of locations, including someone who is using
it in a FreeBSD router to connect to MAE-East.  We are also using it
to provide ATMARP service for the MAGIC testbed
(http://www.msci.magic.net/engineering/arpserver.html).

By the way, if you use the Efficient card with HARP, you should probably get
a couple of bug fixes from us, (that haven't made it to the release files
yet).
