A base64 decoding of Leif's message yields (between the "======"):

==================================
On a 4.2-stable machine /usr/bin/joy exists:
  ----8<--------
#!/bin/sh
# $FreeBSD: src/sys/modules/joy/joy.sh,v 1.5 1999/08/28 00:47:23 peter Exp $

kldload joy
  ----8<--------
This file doesn't exist on a -current machine, perhaps because it
never had a joy-module in kernel.

The pr could be closed either by (re-)creating /usr/bin/joy or simply
by obsoleting (removing) joy(8) as it does such a simple function.

==================================

The original PR was probably a user error with the joy.ko module and
this PR should be closed. The joy module loads fine using "kldload
joy" on recent -stable and -current builds:
