I ran a test with a shell script - but the problem came to light with
'submit' which is a program from MMDF which I just ported.

Elm and PINE wouldnt work and I traced it to perms on the lock/home of
MMDF q's. These would work if I was root, but as a regular user - nada.

I finally got over this by setting the equivalent for mail group and
giving group perms and setgid but this doesnt answer the primary issue.
